I mean, you see cuff res placed on him and hes being transported to the van. i see hes in pain. i see his legs dont appear to be working properly. on the video, i didnt see any impropriety. but my question lies with the reason for stopping him in the first place. for apprehending him in the first place because he i think we have some constitutional issues here and thats a training issue. thats a supervision issue, as well. just running, unprovoked running by itself from the police is not a stand...
