In June 2021, state Treasurer Shawn Wooden made history in Connecticut with the passage of the CT Baby Bonds program, a first-of-its-kind statewide policy aimed at narrowing the racial wealth gap. 

“I witnessed firsthand how generational poverty holds a community and individuals back,” said Treasurer Wooden, a Black man who grew up in a poor neighborhood in Hartford, on the day he announced the proposal.
