Controversial action was previously ruled as an act of “government speech”

A federal appeals court in Florida upheld a previous ruling that the removal was not an act of censorship.

U.S. District Judge Mark Walker sided with groups such as the NAACP, the League of Women Voters of Florida and Hispanic Federation that argued the changes are unconstitutional.

"Florida is simply not free to exceed the bounds of the United States Constitution," the judge wrote
