Parental Choice in Education: Creating Stability for Children in Foster Care
Displaced children—those living in foster care—are vulnerable. Federal and state efforts to help foster minors with temporary living arrangements are an important emergency measure to protect children from abuse and neglect. But removing a child from his home and placing him with a new family or in a temporary home causes instability, and research finds that foster children are in danger of negative long-term outcomes, such as failing in school and homelessness.
