All Lagunans should be concerned about the Southern California Edison unpermitted grading bulldozing paths in the open space. We appreciate the updates we have received from Interim City Manager Sean Joyce, but hopefully, new City Manager Dave Kiff will insist on better compliance from Edison.

Kiff, a former Laguna Beach resident, worked in Newport Beach for 20 years, nine of them as city manager.

Laguna Beach City Council tapped former Newport Beach City Manager Dave Kiff as its new city manager during its Tuesday, April 9 meeting. 

Dave Kiff will begin working as the city manager of Laguna Beach on May 6. The former resident previously served as city manager in Newport Beach.

The Laguna Beach City Council will vote on the appointment of and employment contract for Dave Kiff, who held the same role in Newport Beach for nine years.

Sonoma County leaders acknowledged the proposal to establish managed camps for homeless individuals is still a stopgap as the county and local cities seek to provide more interim and permanent housing to combat rising homelessness, up 5% since 2020.

Dave Kiff comes to the county Department of Health Services from previous city government work in Huntington Beach, Healdsburg and Sonoma.

The annual census found that chronic homelessness rose 43 percent since 2020, even as the county and city of Santa Rosa spent an unprecedented $4 million on housing homeless people through the first 15 months of the pandemic.
