LAS VEGAS -- A meeting scheduled in the 1980s between the NFL and sportsbook directors sparked hope in Las Vegas that their relationship would soon take a much more positive turn after decades during which the league kept the city at arms length.

In the past, the NFL treated Las Vegas, the most concentrated hub of legal gambling in the U.S., as a threat to the integrity of the sport. That's all changed.

The commissioner emphasized the league’s efforts to clarify its gambling policies for all NFL personnel ahead of the Super Bowl in Vegas.

Over the next week, the NFL’s players, coaches, fans and executives will gather for an event that was virtually unthinkable just 10 years ago: the Super Bowl in Las Vegas, the gambling capital of the United States. Since the Supreme Court struck down, in 2018, a federal law that effectively banned sports betting outside Nevada — a prohibition once backed by the NFL’s commissioner, Roger Goodell — the NFL has embraced the gambling industry. "And any player, coach, personnel, yours truly, who would be caught or identified gambling at a casino would be eligible for the disciplinary process," Jeff Miller, NFL executive, said.

Advertisements for sports betting continue to flood the airwaves, but the NFL said Tuesday that viewers will see only three such ads during the Super Bowl broadcast next month. David Highhill, the NFL's general manager for sports betting, told reporters there will be one sports betting ad right before kickoff and two others during the game. The league has set limits on in-game sports betting advertising.
