The Little Rock district of the U.S. Army Corps of Engineers held a groundbreaking Thursday for the first phase of a project meant to keep traffic flowing along the McClellan-Kerr Arkansas River Navigation System.

Despite overwhelming testimony opposing the bill, the House Government and Veterans Affairs Committee passed HB 1446 after a few modifications. The bill now goes to the house floor for a vote.

I love watching barges move up and down the Arkansas River. I did just that on a recent Sunday afternoon while sitting in the plush offices of the Little Rock Port Authority. The occasion was a meeting of the Pulaski County Historical Society. I listened to the program, which concerned the history of the McClellan-Kerr Arkansas River Navigation System, while watching the river flow south toward the Mighty Mississippi.
