HALIFAX — A retirement ceremony was held Thursday evening for Phil Ricks as he retires as the Halifax County Emergency Services director, leaving behind improved emergency medical services.

"Since Epic Charities could not receive a state gaming license, they have applied to the City of West Fargo to conduct a local permit raffle," state gaming director Deborah McDaniel told me.

Of Owosso passed away Wednesday, Aug. 9, 2023, at Ovid Healthcare.

TAP's letter comes just after Epic Companies CEO Todd Berning was denied a charitable gaming application for a separate nonprofit called Epic Charities Inc.
