FAIRMONT — Fairmont Police have charged a man and a woman with child neglect after an investigation found they had restrained a toddler using a leash and a dumbbell.

It had been 2019 the last time the Friends of Libraries and Literacy – and back then, known as Friends of the Library – had held their annual luncheon. About four-dozen members and volunteers showed up at the May 8 meeting, held in a Rio Rancho church.
