Welcome to bbc newsroom live. Hospital services in nearly two thirds of england could be cut or scaled back according to bbc analysis of local plans in different areas. Ministers argued that patients will benefit as care is brought closer to peoples homes but a major Health Think Tank has questioned the credibility of the plans. Protests outside Horton Hospital in oxfordshire just a few months ago where there are concerns about bed closures and cuts to stroke and critical care. And its not the only place. Right across england proposals for big changes are afoot in the nhs. The bbc has analysed 44 of the transformation and sustainability plans. The Environment Secretary says the government will publish draft plans to tackle Air Pollution on 30th june, with a final plan in mid september. The courts had given ministers until 4pm on monday to set out measures to combat illegal levels of Nitrogen Dioxide pollution. On friday the department for environment, food and Rural Affairs lodged an application with the high court to postpone publication of its draft clean air plan until after the election. The fact is that we dont need a direction from the president to the intelligence chiefs to be on guard against russian interference with our elections, number one. Number two, as far as what the president says on any given day, frankly he says a lot of things. He is, i think, campaigning against impeachment rather than saying anything that is designed to affect the outcome of the case. So i kind of brush that off. But to go back to your first point, that we dont need the president for the intelligence community. Thats a little counterintuitive. We expect the leadership from the president to be of paramount importance when were dealing with threats like this, which to the democracy is basically existential. So for him to not be on the same page seems to be highly counterproductive. Its counterproductive, but it is not at all necessarily critical.
