(Photo by Marilyn Galang) CABANATUAN CITY, Nueva Ecija - Palayan City Mayor Adrianne Mae Cuevas was the earliest bird to file a certificate of candidacy (COC) for governor of this province at the Commission on Elections (Comelec) provincial office here on Friday. Her running mate, former Vice Governor Edward Thomas Joson, was represented by his counsel Bembol Castillo. They are expected to slug it out with incumbent Governor Aurelio Umali and his brother, incumbent Vice Governor Anthony Umali. Cuevas, who is national treasurer of the Cusi-led PDP-Laban faction, was followed in filing the COC by her partymates for Sangguniang Panlalawigan seats, includin
