Politics and policy force groundfishing fleet out of state

The city-run fish auction has been losing money for years, and pandemic disruptions have made the situation worse, says the chairman of the exchange's board.

A request for funding from the city of Portland has led to a request-for-interest from organizations that might privatize the exchange, which serves as an auction house for local groundfish catches.
