The Missouri Legislature proposed 48 Anti-LGBTQ bills this year, trailing only Texas, according to the American Civil Liberties Union. Two openly gay lawmakers say the state has a long way to go toward making it a suitable environment for transgender residents.

Any student enrolled in a public school could transfer out of their resident school district to anther participating school. State and federal dollars would follow the student to the new school, but local money would remain in the student’s home district. A max of 3% of a school population would be allowed to transfer out.

Missouri lawmakers gave initial approval Tuesday to a bill aimed at allowing students to transfer out of their home school district, adding a pair of amendments limiting its scope.

Schools would be able to opt into the program and accept new students from other schools, though they would not be able to stop kids from leaving. The legislation creates a 3% cap on a school's population being able to transfer out.
