The Threat Landscape is diverse, the best practices are changing, the information you get may not always be reliable. The task can seem overwhelming and the stakes are high. In this context, i have found myself thinking effective cybersecurity cannot move at, quote, the speed of government. By that i mean cybersecurity is a 21st century Public Policy program just not manageable by 20th century government means. Regulations, mandates and centralized action in general, these approaches are inadequate to match the pace of change. Congress needs to make sure that the governments role in detecting and responding to cyberattacks is clearly defined, that theyre focused first and foremost on the security of federal information networks. Today well hear from the department of Homeland Security and their cybersecurity work. How it is evolving about their approach to this complex range of threats. With respect to individual actors and industries that are at their greatest risk of cyberattack, hea
I remember you when you were mayor when we visited stanford and my question really relates to their relationship in piggybacks on your rick question the relationship of schools and generalpurpose government. In stanford you are one of them a oral pioneers in pushing the kinds of relationships that you just discussed. My question relates to this philosophy particularly in light of the profound demographic changes. Have you been able to take the kinds of initiatives at the state level bringing in the department of social services and juvenile justice etc. And breaking down the traditional isolation of schools from general purpose government . Yes and no. We made some progress but not enough. Some of that affect structural change and i go back to Early Childhood education. We created an office of the Early Childhood. We took operations out of four different departments and put them in one office to be housed within the department of education but now we have one operation concentrating on
There are places Montgomery County there are actually places where through thick and thin, when people have real respectful relationships with each other and they start thinking about how they solve problems rather than win arguments, you see real collaboration and you see real working through a bunch of issues because teaching children is complicated. So arne duncan, i give him a lot of credit. He wanted to do this Labor Management collaborative, but you actually have to change the culture to make this the norm, not the exception. And that is what i think we need. Now, this one we are focusing on the common core. So every Interested Party has an interest in focusing on that. But it has to be about not what the next doodad reform is, but really how we help students success. Molly . I have a doublebarreled political question. You mentioned it is too soon to talk about 2016. What is your focus for 2014, governors, congress, whatever . And you mentioned the warren plan. Do you think this

Speaks at that Memorial Service a little bit later on today. We cant rest until all of our children can go to school or walk down the street free from the fear that they will be struck down by a stray bullet. The problem is there werent enough good guys with guns. Weve got to get back up and go back at it. We need to expand those background checks. Im not going to go out there and just beat the drum for the sake of beating the drum. Weve got to work as hard as possible for the sake of our children. President obama has just arrived at the Marine Barracks where soon hell again face a heart wrenching task as he joins families of the 12 people who were gunned down at the navy yard in washington, d. C. , for a Memorial Service. Its a role thats become all too familiar with the president as consoler in chief. Which he talked about at last nights dinner for the Congressional Black Caucus. Ill be meeting and mourning with families in this city. Who now know the same unspeakable grief of famili
