　　 本网讯(内蒙古日报社融媒体记者帅政 通讯员 刘丹阳)7月19日，记者从自治区应急管理厅获悉，连日来，受强降雨影响，呼伦贝尔诺敏河水位持续上涨，18日，莫力达瓦达斡尔族自治旗开放式溢洪道永安水库、新发水库相继出现决口、垮坝险情。呼伦贝尔市、莫力达瓦达斡尔族自治旗两级党委、政府按照自治区防汛抗旱指挥部安排汛期工作时作出的“确保人民群众生命安全放在第一位，遇有险情及时转移危险区人员，务必做到应转尽转、应转早转”指示，迅速启动《呼伦贝尔市防汛抗旱应急预案》，科学研判，分别启动防汛Ⅱ级、Ⅰ级应急响应，提前紧急将永安水库、新发水库下游群众全部转移至安全地带，有效保护了当地百姓的生命安全。目前，未收到人员伤亡报告。 　　险情发生后，自治区防汛抗旱指挥部迅速将防汛应急响应由Ⅳ级提
