Homeland Security Secretary Alejandro Mayorkas rounded out two days of touring the Rio Grande Valley in South Texas on Friday with a hardline message to migrants and smugglers not to head north, and a warning that U.S. asylum laws are soon changing with the end of Title 42.

U.S. Homeland Security Secretary Alejandro Mayorkas said Friday that authorities faced “extremely challenging” circumstances along the border with Mexico days before pandemic-related asylum restrictions end.

The City of El Paso is counting on busing and other “decompression” efforts to avert a crisis once more migrants come across the border when Title 42 ends May 11.

U.S. Customs and Border Protection says it has run out of room to process and house migrants who continue to arrive by the hundreds on a daily basis along the San Diego-Tijuana border.

U.S. Border Patrol Sector Chief Agent Scott Good border agents have participated in 167 rescues and recorded 29 fatalities so far this year compared to 493 rescues and 55 deaths in all fiscal year 2022.

"Legally speaking, it's not an expulsion, it's a removal under the provision of Title 8," said Moreno. "It's what we used in the past, and moving forward, if they lift Title 42 then that's what we'll be operating under."

The Department of Homeland Security is requesting additional personnel from the Defense Department ahead of Title 42 expiring.

As the expected end of Title 42 approaches, the city of Tijuana is scrambling to find additional shelter space for migrants.

Shelters in a Texas city struggled to find space Saturday for migrants who authorities say have abruptly begun crossing by the thousands from Mexico, testing a stretch of the U.S. border that is typically equipped to handle large groups of people fleeing poverty and violence.
