In a move sparking national debate, authorities in a city in Oregon have enacted a controversial ordinance banning homeless individuals from sleeping or camping in public spaces.

Through the extreme cold temperatures, Care Beyond the Boulevard, a Kansas City, Missouri-based nonprofit, offers the homeless community free health services to address critical health concerns.

“If the ship goes down, we’re going to be the last people to get the lifeboat, basically,” said a Kansas City man experiencing homelessness who survived a shooting, then a hit and run crash earlier this year.
