BACOLOD CITY -- The celebration of the 43rd MassKara Festival here has officially begun Saturday, Oct. 1. City officials led by Mayor Alfredo Abelardo ‘Albee’ Benitez welcome the start of the 43rd Masskara Festival in a kick-off ceremony held at the Bacolod City Government Center (BCGC) Friday.
