This proposed ordinance was to\u00a0place an issue\u00a0on the ballot Nov. 8\u00a0asking voters to decide\u00a0whether to\u00a0establish a commission drafting a city charter.

Councilman Brett Cornelius said he plans to recommend sending the charter ordinance back to the committee level for more research and discussion.
