The towns attempt to ban more sex offenders from living there flunks one of two tests that would make it unconstitutional, a federal court has ruled.

Karsten Koch, 34, has been living with his parents in Nashotah, but he would like to move out to his own place in Hartland to be closer to his job but not too far from family. Hartlands police chief has warned Koch hes not welcome, citing the villages moratorium on any more sex offenders living there.
