Philly residents could soon get paid for reporting quality of life issues in their neighborhoods
Philadelphia City Council member Isaiah Thomas introduced a "Citizen Watchdog" bill on Wednesday to incentivize residents to help solve quality of life issues. People can receive a reward of at least $500 for successfully solving cases of illegal dumping, excessive noise and ATV usage on the streets.
