It's been more than two years since big names like Pharrell Willaims and Emmit Smith presented ideas to transform Military Circle Mall and city leaders are putting those plans on hold for now.

“We need to be realistic financially for sure, but we also need to look at what this is, which is 27 acres of prime real estate downtown,” said Mark Erdly, with consulting firm Gensler, giving a presentation at the Norfolk City Council retreat Monday.
