There were seven of these negotiations during bush 41. The reason the debt ceiling is therefore is for the power of the purse. Thats it and youre supposed to have negotiations leading up to it. That is nonDiscretionary Spending. That is the essence of discretion. If we are going to have an entitlement culture that now funds three quarters almost of the budget spending, and we will say congress has no say at all in funding those three quarters, we push the limit here.
