Be for a apart on the number, but philosophically youre in the same area on taxes and how to pay for it? >> i think hes good on that in terms of paying for it. i think its what we are paying for and whats necessary. >> are you totally against means testing for some of the programs? >> i am not for means testing. we saw the rental assistance. when you put together a 25-page form that has to help people figure out -- >> the eviction moratorium was good money nobody could find. >> it didnt work. th...

Crystallized what the end game is going to look like. the end game is the marker that joe manchin put down, as well as what he was willing to go on how far on taxes. also saying he wanted means testing, that only lower-income people should be able to qualify for those programs. so we see the end game near in sight, between what progressives and joe manchin want. one of the big questions, as we go forward in todays meeting as well as down the road is, are progressives willing to go down to where ...

To rebuild roads, railways and bridges and put people back to work and make childcare, elder care, pre-k more cost effective to address the climate crisis and make the case directly to members. >> senator manchin called -- is that something the president is open to, substance of what is being hashed out right now? >> press sec. psaki: i wouldnt say that is substance of what is being hashed out right now, a lot of topics are being talked about, including senator manchin. we talked over the last c...

The senate with an ad where he was shooting a hole in the cap and trade bill. i do want to listen to what some of what senator manchin said that i think is revealing about his philosophy on the size of a 3.5. actually, we dont have it. but he was talking about entitlement mentality. i wonder, john, what you think about that? it reads more like what a republican would say, for sure, than what a democrat would say. >> it has been surprising to hear manchin talks the way he talks. he talks like a r...

And im willing to talk and work on the other. ive said that in good faith. >> reporter: reforming the 2017 tax cuts to be basically the nuts and bolts of the reconciliation, and then you want the social programs and all of that to be kind of negotiated out separately from there. zblouf got to pick your priorities like in your life. you figure the restourss you have and the things you want. you cant get everything. so you take the highest needs you have. our children need help. okay? families tha...

And senator sinema. theres no senate reconciliation package. the senate finance committee never put up his tax increases as you probably know. if you had one and put it on the floor, it would lose 52-48. over. dead. >> martha: im watching jen psaki. were still working on it. one of the things that strikes me, the question that came from the back of the room. what is it that the president wants? what is he fighting for? what is the president musseling for? what is his number? heres what joe manch...

Is this a case theyre trying to do too much with too little political power in >> i would argue it is a case of starting with everything youd like and realizing the process will work its way toward something slightly smaller. you know, i think that joe biden knew with a 50 vote majority, the slimmest majority his party could possibly have, capped off with a senator from a state that trump won by 40? i mean really? do the progressives think theyll elect a progressive from west virginia? do they r...

Testing but this other sound bite first. >> he would like to have more than that. i said mr. president, i understand that. its just hopefully you -- hes been so respectful. he said hey, joe, i never asked you to go against your convictions. >> martha: no problem. dont do what you dont want to do. >> they never had it. the biden administration never had a rationale for $6 trillion of spending particularly because were having a economic recovery from the pandemic and also were still playing by tru...

Trillion figure number one is already a compromise. the chair of the senate had a $6 trillion proposal which i supported again because of the urgent need to invest in all aspects of infrastructure. how do we get the number from 3 to 6.5 massaging and tweaking and do we fully fund ten years of a certain program or lets narrow it to six or five and add means testing along the way. theres different ways to massage the number but i dont think we restrict the areas of impact that we are trying to mak...
