Overwhelmed with complaints about barking dogs, Laguna Beach has set new standards for how much barking qualifies as a nuisance.

Under the new ordinance, citations can be issued if a dog barks non-stop for 30 minutes or intermittently for an hour over a 24-hour period.

The ordinance sets a time threshold for dog barking to be considered a code violation. It also prohibits tying an animal to a moving vehicle or bicycle.
