The tenure of the 17th Lok Sabha was not without disruptions. Almost all sessions witnessed significant interruptions and walkouts by the Opposition.

The Rajya Sabha Privileges Committee found 11 suspended opposition MPs guilty of breach of privilege and contempt of the Council of States. However, Chairman Jagdeep Dhankhar revoked their suspension, allowing them to attend the Budget session. The committee recommended that the period of suspension already suffered by the members be considered as sufficient punishment.

Opposition members suspended from parliament are unable to attend parliamentary standing committee meetings even after both houses of parliament adjourned sine die. The parliamentary affairs ministry claims there is no delay in prorogation, and both houses can be prorogued in a day or two. In the winter session, 146 MPs of both Lok Sabha and Rajya Sabha were suspended.

The Rajya Sabha Chairman, after the conclusion of the 262nd Session of the Rajya Sabha, said that the productivity of the Upper House stood at 79 per cent.

During an impasse in Parliament when Vajpayee was leader of the Opposition, he wrote to Somnath Chatterjee, then the Speaker, that “…legislature’s proceedings can be smooth and constructive only if the presiding officer (speaker) is able to inspire as much confidence in the Opposition as he is able to do in the ruling parties. The stark reality is that this situation is totally absent in our House”
