Construction is already underway on the new LNG terminal near Paldiski, and the mooring quay is slated to be completed by the end of August already. Alexela confirmed that LNG reception capacity will be established in early November. It still remains unclear, however, whether private investors Alexela and Infortar or the Finnish state will be the ones to rent the necessary floating storage and regasification unit (FSRU).

Head of Alexela Marti Hääl said that the company asked transmission system operator Elering for €3 million a year for the mooring quay. Timo Tatar, deputy secretary general of the Ministry of Economic Affairs and Communications (MKM), said that the government could use liquid fuels to replace gas should negotiations between Elering and Alexela fail.

At the center of energy company Alexela and investment firm Infortar's current negotiations with the Estonian state are state guarantees regarding plans to abandon Russian gas and how to ensure the cost-effectiveness of the planned LNG terminal once Finland's LNG reception capacity is completed. According to Alexela board chairman Marti Hääl, operating on the market is the private sector's job, and that is how it should stay.
