One of the arguments i make in the book is that we do need legislators to find ways to represent their party and their districts but at the same time, they need to do things that are good for the country and make Congress Work well. Part of that means simply treating the Minority Party with some degree of respect. And giving them opportunities to do thanks. That has not been the case the last several decades. It was a more open process in the 1970s. It is much harder for the Minority Party to do that. They do a lot of messaging, a lot of position taking, not necessarily helpful in terms of enacting good policy.
