My name is andrew hunter. Im a senior fellow here at the center for strategic and International Studies and the International Security program and director of our Defense Industrial initiatives group that focuses on defense acquisition and increasingly on what i call defense trade or the cooperation of defense acquisition that we do with our allies and partners. Im going to introduce our panel, and maybe kick off the question and answer session with this group when were ready for that. Our panel is divided into two folks who are presenting and two discussants who will speak to the presentations and other issues under this topic. And our topic for this panel is finding opportunities to facilitate republic of korea u. S. Defense r d cooperation. I think we have a really strong panel to present to you on this topic. To my left is mr. Steve wellby, who recently completed service or at least within the last several months, completed service as the assistant secretary of defense for research
Credibility and accountability and will tip to do so. Do you have another question. Im going to make a quick note on that. And see if dan agrees. Afghanistan is going from a fairly corrupt patronage system to a system which will be professional, transparent and noncorrupt. That is a long hard road to travel. And if president ghani moves too fast he will break his politics. And he will cause so many groups to be disgruntled with him and organize against him. So we have to be patient and recognize that this kind of transition is very difficult. Hes got to be on that road he has to be convincing of the afghan people, but we have to give him a little slack. Because if he moves too fast and breaks his politics and we lose the government, then we lose the possibility of moving to a professional, transparent and nonrupt system and go back to the old afghanistan and that is not good for anybody. The reason i say these things is we stressed this morning the absolute criticality of a strong federal partnership, predictability of funding and significantly increased federal funding to help, to earn the tide to turn the tide on this. I want to make a clear we appreciate and respect at the local level we need to step up and do our part as well. So thats what you see on the part of our commonwealth. So what ill say is that things have certainly gotten much better but we, and were continuing but we are definitely in a great need of continued support by the federal government. On the side of, i want to take a little bit now, state of good repair, fix it first, commonsense must happen. But at the same time we cannot wind up only looking at the whole as i said, and that the donut. That means we also have to make new targeted investment for growth. Another. They do require a complex policy response that allows us to advocate for muchneeded democratic reforms while also ensuring our own security needs. At the end of the day, our policy and our laws must be nuanced enough to allow for a response that reflects our interests. It is my view that terminating u. S. Assistance at this time could provoke a further crisis in egypt that would not be to our benefit. Having said that, the future of our relationship with egypt will be determined by our actions in the coming weeks. Whether we will have a stable and willing partner in crucial matters of security, combating terrorism, trafficking of weapons and people, support for peace in the middle east. Lternatively, we can stand aside during this crisis and ust hope for the best. While our choices are difficult t this time, it is my view abandoning egypt would be a particularly poor policy choice. Whatever policy we ultimately choose during this time of upheaval in egypt, it is critical all p
