It depends on what the means were.
And in the Schenectady school district, the means were to ignore public outrage over a flawed 15-month superintendent search.
The means were to hold a new search without even telling the public it was moving forward, exclude the citizens from the renewed search and fail to follow their recommendations for an involved and transparent process.
The means were to ignore the fact that voters elected two new school board members and ousted one a month ago as a statement of dissatisfaction.
Community members, incoming school board member suggest Schenectady school board hold off on interim superintendent hire | The Daily Gazette

Incoming Schenectady school board member Jamaica Miles and a handful of community members on Wednesday suggested the school board hold off on hiring an interim superintendent until Miles and another new board member are sworn in at the beginning of July.
The board has been holding multiple closed meetings in recent weeks to interview people to potentially take over the district as interim superintendent ahead of current interim Superintendent Aaron Bochniak’s planned departure at the end of August.
But some community members at Wednesday night’s board meeting urged the board to wait until Miles and incoming board member Erica Brockmyer join the board July 1 before making such a critical decision, pointing to the community’s recent election of new members.

The Schenectady school board on Wednesday night met in closed session for the fifth time in less than a month to screen candidates for the interim superintendent position, but officials on Thursday could not offer an expected timeline for filling the role.
Finding an interim superintendent as a bridge to initiating a new search for a permanent superintendent, though, is just the start of a long hiring to-do list facing the Schenectady school board.
The board also has to hire a deputy superintendent and district directors of human resources, business and finance, and planning and accountability. The three director positions are based in the district’s central office, report directly to the superintendent and oversee departments that manage vast portions of district operations.

The Schenectady school board is set to meet on Wednesday with four potential candidates to serve as interim superintendent next school year, board President John Foley said Tuesday.
The school board is scheduled to hold a special meeting Wednesday night for the purpose of going into a closed session to conduct interviews with the candidates for the interim position, a position that will be vacated by current interim Superintendent Aaron Bochniak at the end of August.
Foley said Capital Region BOCES District Superintendent Anita Murphy lined up the interviews; the board does not expect to make an appointment Wednesday. He said the job was not posted but that people have come forward with an interest in the interim position.
