The governor will speak at noon today about the gradual reopening of business and with more than a million californians out of work, a lot of people are going to be listening. Nationwide, 14 states are starting to lift restrictions, but not one of those 14 states had those two weeks of declining cases of covid19, which is the white house recommendation before reopening.
