The Alameda County Water District knows adding up all the Water Conservation more is needed. The board of directors will reward conservation and penalize over use. Its a system, those who use the greatest amount of water would pay more for that. By definition, less use is less revenue to the district. Maintaining the best interest frastructure does not go down.
