Not many Bronx, Manhattan and Queens Con Edison residential customers will notice when the expected average $14 a month gas price hike goes into effect this summer. But the law of averages will ensure that the pain doesn’t go unnoticed next winter. National Grid’s proposal to raise its Brooklyn and Staten Island customers’ gas bills by $30 a month also seems to have mostly slipped under the radar — for now.
