Oakland's mayor is pushing to resurrect the city's successful Ceasefire program, which supporters credit with helping reduce homicides by nearly half during its heyday.

A new report says the city abandoned the core strategies that made Ceasefire a huge success in 2010s.

David Muhammad, the nonprofit's executive director, said the strategy is two-fold: identification of those highest at risk of becoming shooters or victims and immediate and long-term intervention. While Portland police and community groups may be involved in some aspects of this now, “there is a current lack of specificity and lack of intensity,” he said.
