Porter Countys largest city began using body cameras in November, and Gary police are in the process of outfitting their officers with body cameras.

The system has also proved useful in other offenses such as auto theft and leaving the scene of a crash, and in warrant arrests.

"We want (officers) who stand on high moral ground and who care for, and empathize with, the people we serve," Hammond Police Chief William Short said.

"For sure we have not closed the case and it is still an open investigation," Porter County Prosecutor Gary Germann said.

Police departments across the Region and the country are reportedly having to think outside the box to come up with a variety of incentives to fill vacancies.

Cooley, who made an initial court appearance via a video conferencing system, was informed of the murder charge and was told he will be held without bond as his case

"This information is contrary to the version of events as told by Richard Cooley," police said.

Porter County Prosecutor Gary Germann said Tuesday morning his office is working on an initial charge in the case of criminal recklessness.
