From what i understand the fbi tried to identify nikolas cruz on what was that, facebook or youtube and they could not. There are different steps, Different Levels of investigation and there are o different investigative steps that can be taken in each one of those levels and so in this case somebody reported the youtube, the fbi can do so much work but its underneath in the assessment phase and they couldnt use legal processes such as grand jury subpoenas or search warrants to get further into identifying who nikolas cruz was.
