District Court Judge Caroline Pemberton raised Miguel A. Garcias $575,000 bond to $750,000 after the prosecutor described how he allegedly groomed a mentally disabled woman with schizophrenia and bipolar disorder and enticed her into his car where she performed oral sex on him.
