NORTHFIELD — The town has settled a civil rights lawsuit where a former resident with disabilities accused two police officers of using excessive force when responding to a welfare check

The Vermont Supreme Court ruled Friday that the news organization lacked the standing to bring an appeal in the case, which dealt with dismissed criminal charges, sealed records and the public’s right to know. The court said VTDigger should have taken other steps to try to obtain the records.
