After establishing California Avenue as a permanent promenade, Palo Alto’s elected leaders are now shifting their focus toward revamping the city’s prime downtown artery: University Avenue.

Despite opposition from several downtown property owners and disagreement in its own ranks, the Palo Alto City Council agreed on Monday to adopt new rules -- including a size limit and licensing fees -- on parklets.
