IT Hardware Imports: Director General of Foreign Trade (DGFT) Santosh Kumar Sarangi said that the policy tweaks seek to monitor the imports of these products to ensure that they were coming from “trusted” sources. The import authorisation will remain valid till September 30, 2024.

Hardware Importers: The people said the ministries of commerce & industry and electronics & information technology are in the final stages of working on a notification which could list out the ways in which countries could address the security concerns that India has.

“The WTO is not a forum to discuss security issues, and our plans around checking the imports of laptops and personal computers is primarily coming from a safety and security perspective. We will explain that in the next meeting,” a senior government official said, requesting anonymity.

Icea: The government has received 40 applications from both global and domestic manufacturing companies to produce IT hardware under the revised scheme announced in May 2023.

PLI Scheme: Around 30 out of 40 companies are expected to qualify for Indias Rs 17,000-crore production linked incentive (PLI) scheme for IT hardware. The scheme aims to encourage the production of personal computers, laptops, tablets, servers, and other equipment. Major companies such as Dell and HP are participating directly, while others are joining through electronic manufacturing service companies.

Broadband Internet: The Department of Telecommunications (DoT) is examining a proposal to usher in a licensing regime for import of key telecom finished products such as gigabit passive optical network (GPON) OLT/ONT systems, Wi-Fi access points, ethernet switches and wireless radio links, people aware of the development said.

PLI Scheme: Last month, 40 proposals worth Rs. 5,000 crore were received by the ministry of electronics and IT under the IT Hardware Production Linked Incentive (PLI) 2.0 scheme, although fixed benefit limits mean not all offers will be eligible for the federal monetary support.

A key reason raising trade barriers can be counterproductive is that the moves can eventually end up harming the Indian export effort. Higher import duties across the board lead to higher cost of imported inputs

The PLI scheme for IT hardware offers incentives to make laptops, tablets, all-in-one PCs, servers and ultra small form factors in India. "We had had an outlay of Rs 17,000 crore for this (PLI IT scheme), but have received proposals worth Rs 22,880 crore," Vaishnaw added.
