it can be. why? because washington has been so unwilling to reform the way it spends money, they look for easy places. safety valves. one of those in this deal was retirement. retirement for folks who are under the age of 62 who served a full 20 years in the military. they are now asked to take 1% less in retirement benefits over the course. that could equal $83,000 in total for an enlisted service member who served 20 years. this is somehow how we re going to balance the books on the backs of military retirees. i m looking at these numbers and seeing, that s a huge deal for a veteran and their families. okay? but i m not seeing how that can sort of crack into the issue that is our deficit. it doesn t fix our long-term debt trend lines. this deal did nothing about entitlement reform, mandatory spending reform, which are the big drivers of our debt and deficit. instead you re tweaking on the margins of military retirement. you know what s more damning? is that we re breaking t
majority of the country. some implications they would be comical if they weren t so tragic, like in the state of california going to prison for life because of stealing $3 pair of socks. some states have safety valves. when we look at federal prison population increasing by 800% over the last generation or so, state prisons it s even more dramatic. i was a federal prosecutor right after these laws got enacted. i loved it. we had all the power. we could charge some guy with three strikes law and he would go to prison for the rest of his life unless he pled guilty. we had more authority than the judge what happened in the case. the problem was it was part of this whole macho ethic of lock them up, throw way the key. we were concerned about public safety but we didn t understand the effect of taking all these nonviolent, victimless guys we were locking up guys with marijuana possessions, stealing
section five applying to the deep south. most americans feel it shouldn t be applied only to the south. actually, section five is app applied to new hampshire, ten cities or counties, michigan. it s applied to alaska, new york, california is covered. these are states outside of the deep south but they do have a common factor. there s a history of past discrimination. there s a current set of practices of discrimination and, in fact, there are safety valves that allow jurisdictions to feel they can meet the test to get out from under section five and asking the justice department to review it. no state that has gone that far to petition to get out from section five has been turned down. the problem is they review things carefully. the states have gone so far to make the challenge have met the test. we are seeing more and more
