James Rook has been the Town of Lockport Highway Superintendent since Dave Miller retired on Aug. 16.

The Town of Lockport voted to change the residency law for its deputy highway superintendent directly after a public hearing earlier this year.

A special agent learned that the man was traveling from Minneapolis to Naytahwaush, had ties to the Native Mob criminal gang, and had multiple drug possession charges and numerous violent offenses.

The witness said he saw the man cut in front of the woman’s car with his vehicle, almost running her off the road and forcing her to stop. The witness said the man got out of his vehicle and started pounding on the victim’s car and screaming at her, to the point that he thought the woman was going to be assaulted.
