Memphis-Shelby County Schools (MSCS) Superintendent Dr. Marie Feagins proposed a nearly $2 billion budget to county commissioners on Wednesday.

Currently, Tennessee law states that "any teacher or school principal may use corporal punishment in a reasonable manner against any pupil for a good cause to maintain discipline and order within the public schools."

FOX13 has reported that MSCS links high truancy to students experiencing homelessness in the district.

MCSC is rolling out new multi-million dollar security upgrades. Cameras, extra security staff and even fencing all are part of the plan.
