A new independent review sheds light on the Army Reserve’s response to Card’s threats and apparent mental deterioration before the shooting.

Procedures have come under scrutiny since it was revealed that police tried to reach Robert Card weeks before the Lewiston mass shootings.

Shortcomings in mental health treatment, weak laws and a reluctance to threaten personal liberties can derail even concerted attempts to thwart mass shootings.

In September, Army Reservists were so concerned that Card, 40, was about to kill that they told each other to change the passcode to the entrance gate of their base in Saco and be armed.

Through October, we are on pace to break that record this year. There were 580 fatal crashes in the first ten months of this year.

Through October, nearly 42,000 people have been pulled over with expired tabs. WSP Sergeant Chelsea Hodgson said you can be pulled over just for this.
