Sidney Wolf had been working as campaign manager for Montgomery County councilman Katz, who won a Democratic primary election a week ago. He was going to Delaware with friends to celebrate.

The Lyft driver allegedly drove away after the collision, but police say the driver is now cooperating with investigators.
