Obama administration a couple of years ago that gave a special carve-out to members of congress and their staffs. it is illegal. a federal judge ruled that as well. same with insurance company bail-out with stability funds. i think the market gets less stable and there are policy problems but in terms of propping up a law with taxpayer money that hasnt been appropriated by congress, if barack obama was going to govern with a pen and phone donald trump can do the same thing. those are two options...
