The local government has ordered the closure of water refilling stations with no permits following the acute gastroenteritis and cholera outbreak in the city.(Photo courtesy of Iloilo City Investment Services Business Permits and Licensing Division) ILOILO CITY - The City Health Office (CHO) on Tuesday said 292 or 74 percent of its 393 cases of acute gastroenteritis have recovered. In a press conference, Dr. Marigold Calsas, medical coordinator of the Iloilo City Epidemiology and Surveillance Office, said 39 more cases were recorded on Sept. 5 bringing the total to 393. However, no new cholera or new death was recorded. Deaths still stand at nine, while 60 remain admitted and 32 are still recuperating at home. "So far all the nine districts are still affected, however. There is an increase in Arevalo district with 11 new cases; Sto. Rosario, one; two for Tanza district; Jaro 1 has seven new cases; Jaro 2 has three cases; La Paz additional two; Lapuz, two cases; and Molo has seven new cases," she said. CHO Medical Officer IV Roland Jay Fortuna said the increase in cases could be attributed to the intensified monitoring of their district health centers. Before they can have their check-up in hospitals, the city medical staff has monitored and listed the cases in the barangay. While the city has found city residents cooperative in providing information about those symptomatic of the disease and their water source, the challenge is for those who could not afford hospitalization to be hydrated. "Once we open our hydration units then we already have a place to accommodate those who need to by hydrated," Fortuna said. He added that they have already placed the purchase request for the needed medicines while applications for the needed human resource are already coming in. "Once complete, as soon as possible we will open it," Fortuna said. Meantime, the CHO through district health centers has already inspected 13,505 deep wells, with 1,164 already chlorinated and 43 recommended to be condemned. The city's compliance team will be helping the CHO in the inspection of deep wells to determine if they have been chlorinated while water refilling stations will have to be verified if they have business and sanitary permits. Fortuna added that 11 of the 21 water refilling stations recommended for closure on Monday were inspected. Iloilo City Mayor Jerry Trenas also issued a directive on Sept. 1 requiring all water refilling stations in the city to submit to mandatory water potability testing from laboratories accredited by the Department of Health. (PNA photo screenshot from CHO presentation) ILOILO CITY - The acute gastroenteritis outbreak here has already claimed eight lives as of August 31, the City Health Office (CHO) reported Thursday. "From 125 cases last August 30, we have an additional 103 cases for August 31. So that's a total of 228 as of August 31. We are still receiving reports for September 1," Dr. Marigold Calsas, medical coordinator of the Iloilo City Epidemiology and Surveillance Office, said in a press conference. The deaths included a four-month-old girl from Timawa Tanza II, an 11-month-old girl from Sto. Rosario-Duran, a two-year-old boy from Rizal Palapala I, a five-year-old boy from Zone 6B Molo Boulevard, an eight-year-old girl from Zone 6 Calumpang, a 31-year-old man from Zone 3 Sagasa in Hibao-an Norte, and a 63-year-old woman from Maria Clara. The other death was recorded back in March, based on information from the Iloilo City Epidemiology and Surveillance Office. A total of 53 patients are in hospitals, 115 have recovered, and 52 are active cases but are not confined in hospitals, she added. Eight cases were confirmed as cholera based on the result of the rectal swab that was sent to the Research Institute for Tropical Medicine. The city government has already ordered the closure of deep wells that were found positive for coliform and E. coli while water refilling stations that were randomly tested and found to be positive for the bacteria will be subjected to confirmatory tests as cases of acute gastroenteritis (AGE). "When the water is positive for coliform, that means there is a risk that it is contaminated. It's like a signal. If it is positive for E-coli, definitely the water is contaminated," CHO officer in charge Annabelle Tang said in the same press conference. Tang said the city government has provided the affected areas with a static tank and coordinated with the Metro Pacific Iloilo Water for the provision of safe water. Over the weekend, bottled waters were also procured while the static tank was not yet available. Dr. Roland Fortuna, also of the CHO, said of the 32 water-refilling stations that were randomly tested, four tested positive for E. coli and coliform and 14 have coliform bacteria. Of the 55 deep wells that were tested, 39 tested positive for E. coli and coliform and 15 have coliform bacteria. Fortuna said all deep wells that have been closed would be chlorinated. He added that they also intend to disinfect with chlorine other deep wells in the city that are not in areas with cases of AGE, but for now, priority would be given to those with clustering of cases. Based on the initial inventory of the CHO sanitary division, the city has nearly 20,000 deep wells although this is still subject to verification. Mayor Jerry Trenas also issued Executive Order 054 on Thursday, requiring all water-refilling stations in the city to submit to mandatory water potability testing through accredited laboratories. "Due to the rapid increase in AGE cases, there is a need to revisit and heighten the sanitary measures, particularly with all the water-refilling stations in the city," the EO said. The CDRRMC passed a resolution during their special emergency meeting Tuesday afternoon while Mayor Jerry P. Trenas requested the Sangguniang Panlungsod (SP) to hold a special session on Sept. 1 to approve the declaration. The CDRRMC has identified some PHP12 million from the quick response fund for medical personnel, supplies, medicines, fuel, and other maintenance and operating expenses once the state of calamity is declared. The City Health Office (CHO), in a press conference morning on the same day, said acute gastroenteritis cases recorded in Iloilo City's 31 barangays reached 90 from July 26 to Aug. 28. "The city recently recorded increasing cases of acute gastroenteritis, which is a state that occurs when food or water that is contaminated is consumed," Dr. Marigold Calsas, medical coordinator of the Iloilo City Epidemiology and Surveillance Office, said in the morning press conference. The deaths were an eight-year-old female from Barangay Calumpang, a two-year-old girl from Rizal Pala Pala I, a four-month-old girl from Tanza Timawa 2, and a 31-year-old male from Hibaoan Norte. "For the past five years we have no case of cholera," said CHO officer-in-charge Dr. Annabelle Tang,. She added that reports of possible cases were still being received. The CHO Environmental Health and Sanitation Division already collected water samples from deep well, shallow tube well, water vending stations, refilling stations, and bathhouses in selected barangays where there are cases namely for a rapid test. The test showed that more or less 17 deep wells were positive for coliform and more or less 11 have e-coli contamination. Health staff has been ordered to look into the sanitary permit and result of the laboratory result of water refilling stations to determine whether they are selling potable water. Tang said that as preparation they will be opening the city's modular hospital to serve as a hydration unit for mild cases. She urged that cleanliness be observed at all times and wastes should be disposed of properly. Water should be boiled and food should be cooked well. "We would like everyone to be more vigilant, especially now that it is rainy season. Waterborne diseases are rampant or very high," she added. The total coliform counts give a general indication of the sanitary condition of a water supply while the E.coli is the best indicator of fecal pollution, according to the New York State Department of Health website.
