Instruments cant go directly on an exchange and if you force everything directly on exchange immediately youre going to end up with these instruments going overseas. and that sort of cuts off our nose to spite our face. there are other problems with the bill also but thats where the essence of the debate is. the fact that you would have to spin off your swap from some of these entities is another question. how do you do that? who ends up doing swap tests. doesnt that make the system a little les...
