Must be in the process of a lawful stop or detention or arrest. they have to suspect the person of committing a crime or violating a law. if in that process they come up with a reasonable suspicion that the person is in the united states illegally. they dont make the decision themselves . they check with federal authorities to see if they are in the count rye - country illegally. if the person produces a valid arizona drivers license or forms of id, that person is assumed to be here legally. the...
