The Technical Evaluation Reference Group (TERG), upon request by the Global Fund's Strategy Committee, undertook an evaluation of the Global Fundโs implementation of its Challenging Operating Environments (COE) Policy, which was approved by the Board in 2016 and came into effect in 2017. This evaluation assessed whether adjustments are needed as the Global Fund prepares for the next grant cycle (Grant Cycle 7) and implementation of the 2023-2028 Strategy.
